DMW May Appeal Dismissal of Ex-OWWA Exec Charges!

Ombudsman Remarks on DMW’s Potential Appeal in Controversial Land Deal Case

In a significant turn of events, the Office of the Ombudsman has announced that the Department of Migrant Workers (DMW) may appeal the dismissal of serious allegations against Arnaldo “Arnell” Ignacio, a former official of the Overseas Workers Welfare Administration. These allegations center around a scandalous land deal worth P1.4 billion.

The heart of the matter lies with a property purchase — a 1.5-hectare plot conveniently located near the bustling Ninoy Aquino International Airport Terminal 1. It was intended to be a halfway house for returning overseas Filipino workers (OFWs), providing them a safe space as they reintegrated into society. However, the DMW revealed that the property’s proximity to the airport runway rendered it entirely unsuitable for such a development.

“Upon receiving the resolution, the DMW has a short window of 10 days to file its motion for reconsideration,” the Ombudsman stated, indicating the urgency of the situation.

This entire situation has unfolded amidst a backdrop of serious accusations. The DMW, led by its chief, Hans Cacdac, filed complaints against Ignacio, his two former deputies, and six other individuals. The complaints assert that Ignacio did not consult the OWWA’s board of directors nor secure proper authorization for the contract, deed of sale, and supplemental agreement tied to the property acquisition. Cacdac emphasized that even checks and vouchers were signed before the deed of sale, raising further questions about this murky transaction.

While the Ombudsman has dismissed the more severe charges of plunder, malversation, and graft, they have moved forward with an indictment for the lesser offense of usurpation of official functions. These allegations have cast a long shadow over Ignacio, who firmly stands by his claims of innocence, denying any wrongdoing.

As the story continues to unfold, the stakes are high, and the implications for the Filipino workers at the heart of this case are profound. The hope is that justice will prevail, ensuring that every OFW receives the support they deserve upon their return.

The next steps are crucial, and all eyes will be on the DMW as they navigate this challenging terrain. Will they choose to appeal, or will they let the decision stand? As we await answers, one thing remains clear: the well-being of our overseas workers must always be a priority.
