House Panel Set to Send VP Sara Impeachment Report May 4

Impeachment Proceedings: A Crucial Moment for Accountability

On a pivotal day, Monday, May 4, the House Committee on Justice will take a significant step forward. They are expected to adopt a committee report that finds probable cause to impeach Vice President Sara Duterte. Alongside this report, a corresponding resolution and Articles of Impeachment will be prepared for transmission to the plenary, where all will be considered by the entire House.

“It’s our constitutional duty,” expressed House Justice panel chairperson Gerville Luistro. “We’ve looked closely at the evidence, and on Monday, we’ll officially adopt the committee report and the resolution. Then, we’ll send everything to the plenary for a thorough examination.”

With an overwhelming vote of 53-0, the House Committee on Justice has previously established that there is indeed ground for impeachment based on two complaints filed against the Vice President. During four hearings, Duterte had the opportunity to defend herself against these serious allegations.

“This isn’t merely a political maneuver; it’s an obligation to our Constitution, to the evidence we’ve gathered, and to uphold public accountability,” Luistro emphasized. “Now, the House will stand united in addressing this matter.”

Once the committee report and resolution are sent to the plenary, a crucial vote will follow. If at least one-third of all House members approve the Articles of Impeachment, they will move to the Senate, where it will convene as an impeachment court.

The ‘Tip of the Iceberg’

In a striking revelation, Deputy Speaker Paolo Ortega V of La Union raised alarms about the scale of the allegations. He indicated that the ₱6.7 billion in bank transactions flagged by the Anti-Money Laundering Council (AMLC) might just be the “tip of the iceberg.” This staggering amount doesn’t account for potentially unreported smaller transactions.

“If the ₱6.7 billion is shocking, remember, that’s not the complete picture,” Ortega declared. “What we’re seeing is just what the AMLC could identify within its limited scope—only the tip of the iceberg.”

He elaborated, “This isn’t a definitive total; it showcases what the system can capture. If this is the amount that has come to light with such restricted reporting, we have every reason to wonder how much more remains hidden.”

According to the AMLC’s report, ₱3.7 billion was directly attributed to the Vice President, while ₱2.998 billion was linked to another individual, Carpio. The report also highlighted transactions with unclear inflows and outflows. Notably, transactions involving other parties, where Vice President Sara was named as a beneficiary or counterparty, included 15 significant transactions, with one suspicious activity amounting up to ₱7.44 million.

As the date approaches, the nation holds its breath. This moment underscores the essence of accountability, transparency, and the rule of law. The decisions made in the coming days will not only shape the future of Vice President Duterte but will also reverberate throughout the political landscape of the Philippines.
