DPWH Secretary Vince Dizon Ready to Cooperate in Investigation

On a bright Monday morning, Vince Dizon, the Secretary of the Department of Public Works and Highways (DPWH), addressed a cloud of uncertainty surrounding the 2019 Southeast Asian Games. He stood firm in front of reporters, not only with clarity but with an unwavering belief in his integrity.

“I’m ready to cooperate,” Dizon declared, regarding the National Bureau of Investigation (NBI)’s inquiry into alleged irregularities concerning government spending for the games. With a sincere and assured demeanor, he added, “We have a clear conscience.”

As he inspected the ongoing rehabilitation of EDSA, Dizon reflected on his past role as the chief of the Bases Conversion and Development Authority, which managed the development of sports facilities at New Clark City. He was quick to reassure everyone that he not only stood by the quality of the facilities but that he was completely prepared to comply with any subpoenas from the NBI.

Moving Forward with Confidence

These allegations are not new. In fact, Dizon mentioned, a complaint against him and other officials was dismissed back in December 2021. “Both the Ombudsman and NBI have confirmed this,” he said with conviction. “We are confident about this.”

Dizon continued to express his assurance, stating, “If there’s an investigation, we are calm. We will cooperate because our conscience is clear. We believe the facilities were built to high standards.”

A Vision for Excellence

Later that day, in a conversation on Unang Balita, Dizon emphasized the excellence of the New Clark City facilities, which he described as “world class.” His pride was evident as he urged the public to see for themselves: “These facilities are truly impressive. Before, our athletes had nowhere to train properly; many had to go abroad to access quality training environments. Now, we finally have what we need.”

Dizon also credited the Asian Development Bank (ADB) for its role in advising the project, allowing him to speak confidently about its integrity. “We made this happen with the expertise of ADB. That’s why we are assured; the case filed in 2020 was dismissed based on its merit in 2021,” he commented.

Open to Investigation

When pressed for his thoughts on Senator Alan Peter Cayetano, who had publicly expressed his concerns about the investigation, Dizon responded calmly, “I have no message for him. Whatever our Ombudsman or NBI decides to do, we will be open. Anytime.”
