Senate Leader Calls for Transparency in Budget Review
In a move that underscores the importance of financial accountability, Senate Minority Leader Alan Peter Cayetano has reached out to the government’s economic team for updates regarding the 2026 national budget. As the Senate gears up to scrutinize the proposed P7.2-trillion budget for 2027, Cayetano is determined to ensure that every peso is accounted for.
On Thursday, August 27, Cayetano wrote a letter to Senate Finance Committee Chairman JV Ejercito, expressing his need for detailed information about the 2026 budget. How much has been spent? Where did those funds go? And just how much has the government borrowed? These are the critical questions that Cayetano believes must be answered to evaluate the proposed budget for 2027 effectively.
“This process is not just a routine check. It’s about our promise to the Filipino people,” Cayetano emphasized. “There is no other measure passed by Congress that affects more lives than the General Appropriations Act. It reflects our values and priorities in numbers. We owe it to our constituents to get this budget right.”
In a timely briefing, the Marcos administration’s economic team presented the proposed budget during discussions with the Senate. The Department of Budget and Management shared insights from their preparation of the National Expenditure Program (NEP), which outlines the ambitious financial plan for 2027.
But Cayetano’s inquiries didn’t stop there. He also probed whether the funds allocated under the government’s Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) framework have reached their intended recipients. After all, programs designed to uplift communities should actually fulfill that promise.
Moreover, he sought clarity on the national government’s total debt as of July 31, 2026, along with an overview of loans and bonds contracted in the past three years. Cayetano’s commitment to transparency shines through as he asked for details on any pending foreign loans and grants, as these shape the country’s economic future.
He further requested a comprehensive list of funds that have been transferred, realigned, or added to other programs since July 2023. Understanding the sources and destinations of these funds is vital for responsible governance.
