Jimmy Bondoc Slams ICC Rejoin, Says Duterte’s EJKs for Local Courts

Senatorial candidate Jimmy Bondoc has strongly disagreed with the idea of rejoining the International Criminal Court (ICC) to investigate former President Rodrigo Duterte over alleged extrajudicial killings (EJKs) linked to his war on drugs. Instead, Bondoc believes that any legal actions should be handled by local courts in the Philippines.

Bondoc’s Stance on ICC Investigation

During a “GMA Senatorial Face-Off 2025” panel on Saturday, Bondoc, who previously served on the Philippine Amusement and Gaming Corporation (PAGCOR) Board under Duterte’s administration, explained his views. He was asked about his position on the allegations against Duterte, especially regarding the drug war deaths.

Bondoc made it clear that, as a member of the PDP Laban party and a personal friend of Duterte, he had a strong opinion about the matter. He stated:

“There should be a clear disclaimer. I am running under PDP Laban, and President Duterte is a personal friend of mine. Despite all of that, I believe that the ICC has no jurisdiction in the country. End of discussion.”

In other words, Bondoc doesn’t think the ICC should have any power to investigate or take action in the Philippines. He emphasized that any legal matters should be handled by local courts in the country.

Local Courts as the Proper Forum

Bondoc, a lawyer, said that while he believes the ICC should not be involved, if anyone wants to pursue a case against Duterte, they should do so in the local courts. He also expressed his concern about constantly suing former leaders, saying:

“When it comes to local courts, I leave it up to them. That is the proper forum if they want to sue him. Morally, I don’t think we should do that to all our leaders, that we always sue our former presidents.”

He further explained that he is confident Duterte, who has experience as a former prosecutor and Davao City Mayor, will be able to defend himself in court.

“If he is sued, he can defend himself because I believe he has worked for the good of the Filipino people.”

Government’s Potential Cooperation with ICC

Earlier this year, Justice Secretary Jesus Crispin Remulla mentioned that the Philippine government might be open to cooperating with the ICC’s investigation, but with certain conditions. He made it clear that the government wants to ensure the investigation is done properly.

Despite Bondoc’s opposition to the ICC’s involvement, the ICC has welcomed the Philippines’ willingness to cooperate on certain matters. The organization said it looks forward to working with national authorities, civil society, and other relevant groups.

In the end, Bondoc stands firm on his belief that the investigation, if necessary, should be handled locally, and that Duterte should face any legal challenges in his own country, with local courts determining the way forward.
