“Certain countries, like Cambodia, no longer see the OFW as a victim,” DMW Secretary Hans Leo Cacdac explained poignantly. We need to wake up to the harsh reality: some workers fall into the trap of forced criminality due to illegal recruitment. Host countries often misjudge these situations. Instead of seeing victims, they see criminals. “Please don’t take that risk,” Cacdac urged. Beyond getting scammed by employers, the danger exists that you might be treated like a criminal—maybe even arrested—in the very country you hoped would offer you a fresh start.
The stakes are even higher when illegal recruiting is at play. If your contract hasn’t passed through the DMW, there’s no way to ensure it’s fair and legitimate. “Our mandated minimum wage is $400 per month. Yet, illegal recruiters might charge exorbitant placement fees and pay you only $200 or $300!” he added, a hint of frustration in his voice. In fact, you might even find that the offers in some countries are less than what you could earn in the Philippines.
A Rising Threat
The DMW has witnessed a surge in illegal recruitment, especially online. “We must keep warning our fellow citizens: don’t fall for illegal recruitment!” Cacdac said passionately. Those following the money trail can easily be lured in by deceptive online posts, only to be led astray.
So, how do you spot the red flags? Lack of a work visa or a verified work contract should raise immediate doubts. “If they only present a tourist visa or nothing at all, treat that with absolute skepticism!” Cacdac stressed. Such scenarios scream red flag and point towards likely illegal activities.
The Rush to Leave
Another tactic illegal recruiters use is the pressure play—rushing victims to leave quickly as if tickets are running out. This creates panic and clouded judgment, making it easier for dreams to turn into nightmares.
