Exciting Developments in Farm-to-Market Roads: A Path to Progress

The anticipation is palpable! The Department of Agriculture (DA) is gearing up to kickstart the construction of major farm-to-market roads (FMR) by this August. As farmers and communities await this crucial development, Assistant Secretary Arnel de Mesa shared the exciting news during a press briefing in Quezon City on Wednesday.

Bidding for a Better Future

Right now, the DA is in the thick of the bidding process for these transformative roads. De Mesa, who was recently appointed as the chair of the Bids and Awards Committee (BAC) for these big FMR projects, emphasized the significance of this initiative. “We’re ready to handle the bidding for major infrastructure projects,” he stated with a sense of determination.

Challenges Ahead

However, it hasn’t been a smooth ride. Back in April, the DA acknowledged some hurdles in implementing these FMRs. Fluctuating costs due to the global oil crisis forced them to pause procurement activities in May. But now, things are back on track, and hopes are high.

Funding for a Vision

According to the 2026 General Appropriations Act (GAA), the DA is set to receive a substantial allocation of P33 billion—enough to pave 2,300 kilometers of new roads across the country. This is a monumental step that could change the landscape for farmers, making it easier for them to get their products to market.

De Mesa pointed out the need for flexibility in pricing. “Costs will vary based on the area’s landscape, labor, and materials,” he explained. Previously, the budget was set at a uniform P15 million per kilometer. But now, adjustments are necessary. For instance, building roads on islands will incur additional costs, while flatland projects may not require as much investment.

No Delays in Implementation

Despite the challenges, De Mesa reassured everyone that there will be no delays in the implementation of these FMRs. Thanks to the two-year validity of the budget, work is set to move forward promptly. The DA is determined to bring this vision to life and support the farming communities that depend on these roads.
