Philippines’ Sovereignty at Stake: Live-Fire Drills Spark Controversy

In a stirring display of concern for national sovereignty, lawmakers from the Makabayan bloc have raised alarms over Japan’s Type 88 Surface-to-Ship Missile System live-fire exercises during the Balikatan 2026 military drills. These operations, stretching from the scenic Paoay Sand Dunes to the vibrant heart of Tacloban City, have ignited a passionate debate that touches the very core of Filipino identity.

Voices of Dissent
“This is more than just a military exercise; it’s an affront to our sovereignty,” asserted Rep. Antonio Tinio of ACT Teachers, echoing the sentiments of his colleagues Rep. Sarah Jane Elago and Rep. Renee Louise Co. They firmly condemned the drills as a grave escalation that turns the Philippines into a mere “firing range.”

“Our land and seas are being used without our full consent, risking the safety of nearby communities,” they expressed, voices heavy with emotion. Their call for an independent foreign policy was clear: “The Philippines should not be a launchpad for foreign militaries. We must genuinely protect our people.”

A Constitutional Debate
In stark contrast, former Supreme Court Associate Justice Antonio Carpio came forward to state that such live-fire exercises fall within constitutional bounds. “These are not nuclear weapons. What is prohibited are nuclear arms,” he noted in a recent interview, reaffirming that similar artillery has been used in past military drills.

“They’ve fired howitzers and other types of missiles before. This is just more of the same,” Carpio emphasized, trying to calm rising tensions.

Urgent Calls for Change
Yet, the Makabayan bloc remained steadfast in their opposition. “We urge the Marcos government to retract any permission granted for these foreign forces to conduct live-fire missile launches on our soil,” they demanded passionately. They implored Congress to review all permissions related to these exercises, particularly the controversial missile launches in Ilocos Norte.

“We should prioritize peace, livelihood, and the security of our people,” they further urged, their voices united in a heartfelt plea.
