PH and South Korea Sign New Seasonal Jobs Agreement

The Philippines and South Korea have taken a major step to safeguard the rights and welfare of Filipino seasonal farm workers in Seoul. On November 4, both countries signed a new joint memorandum designed to strengthen protection, training, and empowerment for those participating in South Korea’s Seasonal Workers Program (SWP).

The Department of Agriculture (DA) explained that the agreement establishes a whole-of-government framework, coordinating national and local efforts to ensure smooth and ethical implementation of the program.

“This partnership ensures that our seasonal workers are protected, empowered, and equipped to contribute to both nations’ agricultural growth,” the DA said.

Under the memorandum, Filipino workers will receive agricultural training, livelihood programs, and reintegration support when they return home. The DA will also work closely with local governments and the Department of Migrant Workers (DMW) to align deployments with the country’s agricultural priorities and international standards.

The pact emphasizes fair labor practices, legal protection, and proper welfare, while promoting ethical recruitment and agricultural cooperation between the two countries. An integrated support system will monitor worker safety, provide welfare assistance, and foster collaboration with Korean local governments.

The SWP allows foreign agricultural workers to fill labor shortages during peak planting and harvesting seasons in South Korea. It is managed by the Korean Ministry of Justice and the Korean Immigration Service.

Earlier this year, the DMW temporarily halted the deployment of Filipino seasonal workers after complaints about working conditions. Since then, permanent guidelines have been developed to ensure protection, fair treatment, decent wages, and access to justice. The first group of 39 Filipino workers under the 2024 SWP left for South Korea in March 2024.

With this new agreement, the Philippines and South Korea aim to create a safer, fairer, and more empowering experience for Filipino seasonal workers while strengthening agricultural ties between the two nations.
