Lives were lost. Homes were buried in mud. And despite billions of pesos poured into flood control, Cebu continues to drown.
Typhoon Tino hit the province hard — claiming several lives. It’s a heartbreaking reminder that while projects are on paper… people are the ones suffering on the ground.
A GMA Integrated News Research review of reports from the “Sumbong Sa Pangulo” website revealed something shocking:
📌 From 2022 to 2025, Cebu has 414 flood control projects
📌 Total price tag: ₱26.7 billion
Yet Cebu isn’t even among the top 10 most flood-prone provinces in the country.
So what went wrong?
Let’s look at the towns most affected by Tino — and what they’ve already spent:

➡️ 35 fatalities
Compostela
➡️ 3 projects worth ₱137M
➡️ 15 fatalities
Cebu City
➡️ 47 projects worth ₱1.8B
➡️ 12 fatalities
Talisay City
➡️ 21 projects worth ₱2B
➡️ 7 fatalities
Danao
➡️ 2 projects worth ₱172M
➡️ 9 fatalities
Alegria & Ronda
➡️ 3 projects worth ₱212M
All these projects… but floods still take lives.
And the numbers don’t stop there.
📌 Four of the top 15 contractors in the country — previously flagged by President Ferdinand Marcos Jr. — handled 117 flood control projects in Cebu
📌 Total value: nearly ₱9.6 billion
Big contracts. Bigger promises. But where are the results?
Even Cebu Governor Pamela Baricuatro couldn’t hide her frustration:
“₱26 billion of flood control funds for Cebu, yet we are flooded to the max.”
Now, the Palace says President Marcos has ordered a probe. Accountability is coming — or so they promise.
As families grieve their loved ones… Cebuanos are left with one question:
