rwin Tulfo Moves to End Travel Tax for Filipinos

Senator Erwin Tulfo wants to make traveling easier and more affordable for every Filipino.

He has filed Senate Bill No. 1409, a measure that seeks to abolish the travel tax — a fee that has long been required from anyone flying out of the Philippines.

Tulfo believes the tax has become a barrier, especially for ordinary families who dream of exploring the world.

“This is a step toward making travel equitable, accessible, and reasonably priced for Filipinos,” the bill explains.


Where Does the Travel Tax Go?

Currently, the travel tax is divided among several agencies:

  • 50% → Tourism Infrastructure and Enterprise Zone Authority (TIEZA)

  • 40% → Commission on Higher Education (CHED)

  • 10% → National Commission for Culture and the Arts (NCCA)

But Tulfo argues that funding these programs should come from the national budget, not from travelers who already pay many other taxes.

The current travel tax ranges:

  • ₱1,620 – ₱2,700 for economy to first-class

  • ₱810 – ₱1,350 for reduced rates

  • ₱300 – ₱400 for OFW dependents

That’s a heavy price tag for families taking trips together.


If the Bill Passes…

Government agencies will first receive funding from existing budgets, and in the future, their needs will be included in the General Appropriations Act — ensuring services continue without hurting travelers’ wallets.


Travel Without Limits

Tulfo said the goal is a brighter, more open tourism future — one where Filipinos aren’t held back by extra fees.

“If we want our tourism to improve and compete with our Southeast Asian neighbors, we must remove barriers that stop Filipinos from traveling,” he said.
