Robredo releases Covid-19 pandemic response plan

VICE President Maria Leonor “Leni” Robredo has released her Covid-19 pandemic response plan.

A video posted on the “VP Leni Robredo” Facebook page gave an outline of the Kalayaan sa Covid Plan.

“Ito ang ating Kalayaan sa Covid plan. Marami dito, matagal na nating iminungkahi at nagpatakbo na tayo ng mga programa. Panahon na para maipatupad ang mga ito nang malawakan para higit nating mabawasan ang pagdurusa at pagluluksa (This is our liberation from Covid plan. We have recommended a lot of them and we have rolled out other programs. It is time that we enforce them nationwide to ease our sorrow and suffering)”, Robredo said.

She said that the plan was based on consultations with experts and sectors, as well as on witnessing first hand what Filipinos are going through.

“Para mas mapabilis ang ating tuluyang paglaya sa COVID, ang kailangan: Klaro, malawakan, strategic, at mapagpalayang tugon (In order for us to break free from Covid faster, we need a clear, comprehensive, strategic, and liberating response)”, Robredo said.

The plan has three main components: Kalayaan sa Pangambang Magkasakit (Freedom from Fear of Illness), Kalayaan sa Gutom (Freedom from Hunger), and Kalayaan sa kakulangan sa edukasyon (Freedom from Ignorance).

The first component includes reducing the number of members of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases for swifter action.

It also includes expanding health workers’ benefits. It was stated on the website lenirobredo.com, where the plans details were posted, that “Lahat ng benepisyong nakasaad sa Magna Carta for Health Workers, kabilang na ang hazard pay, ay agarang makakarating sa healthcare professionals. Gagamitin ang lakas ng ehekutibo para palawakin pa ang mga benepisyong ito– kabilang na ang libre at regular na COVID testing; bayad na COVID sick leave bukod pa sa sick leave; medical insurance; at allowance para sa pagkain at transportasyon.”

It was also stated on the website, “Makikipag-partner ang pamahalaan sa mga sangay na pribadong service providers para palawakin ang telemed consultation service na ipinatupad na ng OVP ngayong pandemya. Kayang kumpletuhin ang buong bansa sa loob ng dalawang taon. Sa ganitong paraan, hindi na kailangang pumunta sa ospital ng mga nais kumonsulta at magpa-regular checkup; makakaiwas sila sa panganib na mahawa sa COVID. Bawat barangay, bibigyan ng device para siguruhing maseserbisyohan ng E-Konsulta ang mga nasa liblib na lugar.”

(The government will partner with the branches of private service providers to expand the telemed consultation service that the OVP is implementing in this pandemic. The program can be completed in two years nationwide. In this manner, there will be no need to fo to the hospital for consultation and for regular check-up; they can avoid Covid infection. Each barangay will be given a device to ensure that the E-Konsulta could reach even the remotest of places.)

OVP is the Office of the Vice President.

The first component also includes, among others, strengthening local health units “para makapagbakuna sa kanilang mga lokalidad (so that their locality can be vaccinated).”

The second component includes providing a stimulus package of not less than P100 billion for micro, small, and medium enterprises. “Isasama natin sa requirements sa grant ang kondisyon na hindi sila magtatanggal ng empleyado,” the website stated.

The second component also includes the creation of a National Unemployment Insurance Program.

Also, the second component includes strengthening the agriculture sector.

“Palakasin ang agrikultura. Gawing sapat ang suporta para mapalago ang kabuhayan ng mga mangingisda at magsasaka. Tiyakin na may pagkain ang bawat Pilipino (Strengthen agriculture. Get enough support to grow the livelihood of fishermen and farmers. Ensure that every Filipino has food),” Robredo said in the video.

She also said in the video, “Sa mga low-risk area, buksan na ang mga eskuwela. Sa mga high-risk area, bigyan ng gadget at load ang bawat estudyante. Dagdagan ang community learning hubs kung saan ang teacher at estudyante may access sa internet at gamit pang-edukasyon.”

“Kayang ipatupad ito gamit ang resources at makinarya ng pambansang gobyerno (We can do this using the resources and machinery of the national government),” Robredo, in the video, said of the plan.

“Kailangan na nating tuluyang makalaya. Para tayo’y makahinga muli (We need to be truly free so that we can breathe again),” she said in the video.
