PH seeks red notice for traffickers

(UPDATE) THE Office of the Special Envoy for Transnational Crime (SETC) has been asked to secure an Interpol Red Notice against two foreigners accused of qualified trafficking in persons in connection with an online sexual exploitation case.

A Red Notice is an international alert requesting law enforcement worldwide to locate and provisionally arrest a wanted individual pending extradition, surrender or similar legal proceedings.

If granted, the red notice would pave the way for the arrest of Italian Adel En Nouri and British-Indian Centwin Menez, both reportedly based in London, United Kingdom, so they may face trial in the Philippines.

In a letter to Special Envoy Ambassador Markus Lacanilao dated Sept.10, and obtained by The Manila Times, complainants Sofia Torres and Nadia Isidro detailed their accusations against En Nouri and Menez.

The request stemmed from a criminal complaint for qualified trafficking in persons filed before the Pasay City Prosecutor’s Office against the two foreigners and their alleged Filipino accomplice known as “Mami Jhane.”

According to the complainants, from May to August 2025, they were recruited by Mami Jhane to perform livestreamed sexual shows, or ”online shows,” for paying foreign customers. In their sworn affidavits, they alleged that En Nouri and Menez were frequent patrons who engaged in and recorded explicit video sessions with them via the Viber messaging app.

The case falls under Republic Act (RA) 9208, or the Anti-Trafficking in Persons Act, as amended by RA 11862. The charges are “qualified” due to the alleged use of information and communications technology, the participation of a syndicate and the exploitation spanning more than 60 days.

Citing fears of retaliation and the possible distribution of their recorded videos, the victims appealed for immediate intervention.

“We ask the intercession of your good office to provide investigative support and cause the proper coordination… for the process of obtaining a Red Notice from the International Criminal Police Organization (Interpol) against these foreign nationals,” the letter states.

The SETC is tasked with setting policy, advising the president and coordinating national efforts against transnational crime. Its secretariat, the Philippine Center on Transnational Crime, serves as the operational arm. The special envoy, appointed with ambassadorial rank, represents the country internationally and acts as the central liaison for agencies handling issues such as money laundering, human trafficking and cyber-enabled crimes.
