Senator Francis Pangilinan opposes President Rodrigo Duterte’s statement allowing Chinese fishermen in Philippine waters.

The Liberal Party president said that allowing Chinese fishermen in Recto Bank will violate the Constitution.

“Ang Recto Bank ay bahagi ng Exclusive Economic Zone (EEZ) ng Pilipinas. Atin ito. Labag sa ating Saligang Batas na payagang mangisda rito ang mga taga-China o sinumang dayuhan, (The Recto Bank is part of the Exclusive Economic Zone (EEZ) of the Philippines. This is ours. It will violate the Constitution if we allow China or any foreign countries to fish in [our waters]),” he said.

Meanwhile, other senators said the president’s remark is not enough to become an impeachable offense.

“There is no concrete act on the part of PRRD that is violative of Art XII, Sec 2, paragraph 2 of the 1987 Constitution but simply a media statement which I don’t think is sufficient to impeach him as his critics are contemplating to do,” Senator Panfilo Lacson said.—AAC (with reports from Nel Maribojoc)
