Mayors’ group to open whistleblower hotline on DPWH flood projects

MANILA, Philippines — The Mayors for Good Governance (M4GG) will launch a whistleblower hotline to expose irregularities in Department of Public Works and Highways (DPWH) flood control and infrastructure projects.

On September 21, the group said that the hotline will only accept reports from insiders, including current and former DPWH employees and licensed contractors with direct knowledge of anomalies. All reports will be handled with confidentiality, with protection guaranteed for informants. Verified cases will be endorsed to Baguio City Mayor Benjamin Magalong, special adviser for the Independent Commission for Infrastructure.

The move follows M4GG’s earlier call for DPWH to release project records, including Programs of Work, Bill of Quantities, feasibility studies, and contractor names, amid allegations that corruption in flood control projects has become “alarming, pervasive, and systematic.”

M4GG said the hotline is part of its broader push to restore public trust in infrastructure spending, stressing that accountability must extend not only to contractors but also to politicians and officials who enabled irregularities. Details on how to access the hotline will be released soon through the group’s official channels.
