ICI Delays Livestream, Drafts New Flood Rules First

The Independent Commission for Infrastructure (ICI) is taking a careful step before going public.

Executive Director Brian Keith Hosaka announced that the commission will first draft clear rules and parameters before livestreaming its hearings on the allegedly anomalous flood control projects.

“There will be no hearings next week,” Hosaka said, explaining that ICI Commissioner Rogelio Singson will be unavailable during that time.

But the temporary pause doesn’t mean silence.
Hosaka, reading a statement from ICI Chairman Andres Reyes Jr., emphasized that transparency remains a top priority.

“We hear the clamor of the Filipino people for more transparency, and we are pushing to livestream the hearings as soon as possible,” Reyes said.

However, before the cameras roll, the ICI wants to ensure everything is done right.

“The ICI needs to study and draft the rules of procedure and parameters to allow for live streaming,” Hosaka added. “We must take into account sensitive information and the constitutional rights of invited resource persons.”

Earlier this week, Reyes told the Senate Committee on Justice and Human Rights that the ICI would begin livestreaming its proceedings on the flood control controversy by next week.

That timeline is now being adjusted — not to delay the truth, but to make sure it’s delivered responsibly.

Hosaka assured that once the draft rules are complete, the commission will make them public.

When asked if previous hearings will also be accessible, Hosaka urged patience. “Let’s wait for the guidelines,” he said.

Initially, the ICI decided against livestreaming its sessions to avoid trial by publicity and to prevent any form of political influence. But as public demand for openness grows louder, the commission is finding a balance — one that protects both transparency and fairness.
