The House of Representatives passed its version of the 2019 budget bill on its third and final reading.
The ₱3.757 trillion budget is meant to fund the government’s projects and spending for the upcoming fiscal year.
The House budget bill will be transmitted to the Senate, which has to pass its own version of the budget.
However, with the legislative session scheduled to go on break on December 14, this gives the upper house a scant amount of time to properly study next year’s spending plan.
Some Senators have expressed concern over the issue, as a failure to pass a general appropriations act could lead to the reenactment of 2018’s budget.
A reenacted budget means that the appropriations set aside for the projects and spending for 2018 will be repeated for the upcoming year.
Should the Senate succeed in passing its version of the budget, it will convene with the House of Representatives as a bicameral conference committee to hash out their bills’ discrepancies to come up with a unified version.
This unified version will be passed to President Rodrigo Duterte for signing.
