Empowering Our Heroes: New Upskilling Programs for Returning OFWs
In a heartfelt announcement this Sunday, the Department of Labor and Employment (DOLE) revealed exciting plans to roll out upskilling programs for returning overseas Filipino workers (OFWs), especially those returning from challenging situations in the Middle East. Acting DOLE Secretary Francis Tolentino shared that this initiative will be launched in partnership with other vital government bodies, including the Department of Migrant Workers (DMW) and the Technical Education and Skills Development Authority (TESDA).
Strengthening Reintegration Efforts
During an insightful interview on Super Radyo dzBB, Tolentino conveyed his passion for supporting these workers. Just two weeks ago, he collaborated with DMW Secretary Hans Cacdac and TESDA to develop a robust approach to reintegration for these dedicated individuals.
“The Department of Migrant Workers has a comprehensive database of returning workers,” Tolentino explained. “For those who don’t plan to work abroad again, we want to ensure they have access to training that upgrades their skills.”
Imagine a caregiver who has worked tirelessly in Israel, now facing the decision of whether to return. With the upskilling program in place, she could receive training that better equips her for future job opportunities or even for launching her own business right here in the Philippines.
A Pathway to Well-Being
“Should you choose to stay, DOLE and TESDA will support you with the necessary capital to start your own livelihood,” Tolentino shared. He added that pooling resources with others could provide even greater financial assistance. “If five or six of you come together, you can qualify for larger capital support,” he emphasized, painting a beautiful picture of community and collaboration.

Exciting Opportunities Ahead
But that’s not all! Starting September 2026, DOLE will also kick off monthly job fairs, an exciting initiative that President Ferdinand Marcos Jr. highlighted during his recent State of the Nation Address.
Tolentino expressed his enthusiasm, saying, “These monthly job fairs have been a tremendous success, showcasing high hiring and near-hire rates.” Near-hires are those who, despite being qualified, just need to complete minor documentation, like securing an NBI clearance.
“This Tuesday, I’ve called our DOLE regional directors to Manila to discuss these job fairs,” he said. “We’ve seen so many applicants ready to work, and we want to make it easier for them to cross that finish line.”
