Zamboanga: A Hub for Oil Storage and Strategic Reserves
In an exciting announcement, the Department of Energy (DOE) revealed on Thursday that it is exploring a vast area in Zamboanga for an impressive oil storage facility capable of holding 50 million barrels of oil. This significant move could transform the region into a vital hub for oil storage.
New Possibilities, New Partners
DOE Undersecretary Alessandro Sales shared insights from a recent meeting with industry giants, the Abu Dhabi National Oil Company (ADNOC) and Saudi Arabia’s Aramco. “This will serve as their commercial storage facility,” he explained, “from which they can sell their products throughout the region.” Imagine the bustling trade that could follow!
What makes this project even more intriguing is that ADNOC and Aramco will fund the setup of this facility—all while placing their products in state-of-the-art storage tanks. It’s an opportunity that promises significant economic benefits for the entire region.
Flexibility for the Future
Sales highlighted how this initiative provides much-needed flexibility in managing the National Strategic Petroleum Reserve. “We can either build alongside their facility to save on our own tanks or arrange to access their products without incurring the costs of building tanks ourselves,” he added. This means the Philippines could maximize resources and streamline its oil management effectively.
A Quest for the Right Location
The DOE is diligently searching for the perfect site for this new storage facility. Initially, there was a proposal for a site in Bataan, owned by the state-run Philippine National Oil Company (PNOC). However, it became clear that the proposed land—only 150 hectares—would not suffice for the required 500 hectares to host the storage capacity needed.
Then there was a consideration for a location in Northern Mindanao, but that option has since been dismissed. “It seems like we won’t be able to acquire that site,” Sales stated frankly. Now, the focus has returned to Zamboanga, which boasts a much larger area ideal for this ambitious project.
Fast-Tracking the Future
Sales mentioned an agreement with PNOC to expedite the identification and acquisition of land for these strategic reserves. The energy sector is poised to advance, with the government aiming to position the Philippines as a key strategic oil hub for Asia. “The goal is to ensure that in times of oil emergencies, the Philippines will be prioritized in the oil storage networks of other nations,” he assured.
