Court freezes bank accounts of contractors, former DPWH execs linked to anomalous flood control projects

MANILA, Philippines — The Court of Appeals has issued a freeze order on 135 bank accounts and 27 insurance policies connected to individuals and corporations involved in anomalous flood control projects, the Anti-Money Laundering Council (AMLC) said on Tuesday.

The agency said the freeze order came after the AMLC filed petitions on Monday. It added that their preliminary findings showed possible money laundering involving public funds.

Public Works and Highways Secretary Vince Dizon said the bank accounts include those owned by personalities who have been charged before the Office of the Ombudsman. They include former Bulacan district engineer Henry Alcantara, former assistant district engineer Brice Hernandez, and assistant district engineer Jaypee Mendoza, as well as the owners of St. Timothy Construction, Syms Construction, and Wawao Builders. St. Timothy Construction is linked to spouses Sara and Curlee Discaya.

The Bangko Sentral ng Pilipinas has also launched an inquiry into bank accounts of involved individuals and entities, looking into possible violations of Republic Act 12010 or the Anti-Financial Account Scamming Act.
