No less than the members of the Consultative Committee who drafted the proposed Federal Charter expressed disappointment over Communications Assistant Secretary Mocha Uson’s controversial video on federalism.
ConCom Chair retired Chief Justice Reynato Puno on Monday (August 6) said he has no knowledge about the campaign plans of the Presidential Communications Operations Office (POCC) specifically of Uson on federalism awareness as they have not been consulted on the matter.
“Hindi nga kami kasama doon sa pag-draw ng communication plans. So, ako wala akong personal knowledge doon,” said Puno.
Professor Edmund Tayao said he was disgusted by the video as anything that matters the Constitution should be taken seriously.
“Ang Saligang Batas ay isang seryosong bagay na hindi magandang ibaba nang ganoon kababang treatment… I’m so disgusted with the video,” he said.
Even Malacanang agreed that such a topic as federalism should be dealt with seriously.
“Siguro pag usaping pederalismo ang pag-uusapan, dapat siguro mas seryoso dahil ito ay Saligang Batas, ang pinakamataas na batas sa ating bayan,” Roque said.
PCOO Secretary Martin Andanar clarified that there is no official spokesperson yet for the campaign as the ConCom has yet to finalize the matter together with the Department of the Interior and Local Government (DILG).
“I spoke to Ding Generoso siya kasi ang kumausap kay Mocha. Hindi namanang interagency ang kumausap kay Mocha. So therefore, it’s not official kaya nga medyo nabadtrip si ES (Medialdea) noong kausap ko siya. Kasi walang official announcement na mayroong spokesperson and we already agreed last Tuesday na kung mayroon mang magsasalita, it would always be members of ConCom, advocates of Federalism na i-aaaprove ng DILG,” Andanar explained.
In defense of the video, Uson explained on her social media account that the controversial video of her and co-host Drew Olivar was shot way before ConCom Spokesperson Ding Generoso talked to her.
Uson clarified that Olivar was not paid and no public funds were spent in making the video.
She also stressed that she is neither the ambassadress nor the spokesperson of federalism. – Mai Bermudez / Marje Pelayo
