MANILA, Philippines — The Commission on Audit (CoA) has flagged four flood control projects in Bulacan with contract cost totaling P389.6 million.
On Thursday, it submitted to the Office of the Ombudsman fraud audit reports on the four projects.
These include a flood control structure along the Angat River in Plaridel town with a contract cost of P92.6 million which was reported as completed on June 11, 2024.
“Yet during COA’s inspection last September 10, 2025, the team observed that construction was still ongoing. Historical satellite imagery as of April 7, 2025 further showed no flood control structure at the site, prompting COA to conclude that the project is a ghost project,” CoA said of the project which involved Wawao Builders.
The commission also concluded that the “Slope Protection Structure and Waterways” project in Bunsuran village (Purok 4) in Pandi with a contract cost of P98.9 million and which involved TopNotch Catalyst Builders Inc./One Frame Construction Inc. was a “ghost project because the location pinpointed pertains to a different project altogether.”
“Even assuming it was the correct project, changing project location requires DPWH-Bulacan 1st District Engineering Office to follow certain requirements stated in RA No. 9184. Yet, none of the requirements were followed by DPWH-Bulacan 1st DEO,” CoA said.
CoA said that a flood control project along the Bocaue River with a contract cost of P98.9 million was also non-existent.
“COA found that the project’s designated site already had an existing slope protection structure weeks prior to the contractor’s official start date of April 23, 2024,” it said.
“Another project in the same barangay, also awarded to TopNotch Catalyst Builders Inc. and One Frame Construction Inc., was similarly found non-existent,” it said.
