MANILA, Philippines — Former Department of Public Works and Highways (DPWH) Bulacan 1st District assistant engineer Brice Ericson Hernandez surrendered a luxury vehicle to the Independent Commission for Infrastructure (ICI) as part of its investigation into alleged irregularities in flood-control projects.
Hernandez appeared before the ICI on Friday and pledged to surrender more vehicles, including a Ferrari worth about ₱58 million, a Lamborghini valued between ₱30 million and ₱40 million, and several motorcycles.
Baguio City Mayor Benjamin Magalong, ICI special adviser, said Hernandez decided to cooperate after being briefed about the implications of his choices, stressing, “He would like to cooperate. We explained to him the pros and cons, and he realized it’s better to cooperate with us.”
The commission said it may coordinate with the Bureau of Customs to verify the importation and legality of the luxury vehicles.
Magalong added that Hernandez provided sensitive information that could serve as key leads in the case, noting, “He is really tell-all, and he continues to cooperate with us so we can identify others involved. He mentioned many things that were not disclosed before.”
Apart from Hernandez, former DPWH secretary Manuel Bonoan also faced the commission to give his explanation.
The ICI said its hearings would continue in the coming days, with more personalities expected to be invited.
