BuCor bans Kapatid exec from prison visits forever

MANILA, Philippines — The Bureau of Corrections (BuCor) has permanently banned Kapatid spokesman Fides Lim from visiting persons deprived of liberty (PDLs) in all its prison facilities, citing repeated violations of security protocols and unruly behavior.

According to BuCor Director General Gregorio Pio Catapang Jr., Lim had previously been allowed entry after a request from then-party-list Rep. France Castro, but her continued failure to follow security measures prompted the bureau to impose a permanent ban.

“Lim has become a recidivist in violating established security protocols and demonstrated impatience with procedural verification. She also showed confrontational conduct toward persons in authority,” Catapang said.

He clarified that the ban was directed specifically at Lim and not at Kapatid, a support organization for political prisoners and their families.

“When other members of Kapatid bring food to the PDLs, there is no problem and everything is in order,” Catapang added. According to BuCor records, Lim’s permanent ban stemmed from a series of incidents in 2024. On February 25, she allegedly refused to observe queuing procedures, disregarded parking rules, and failed to comply with medicine protocols. A month later, on March 24, she reportedly refused to undergo frisking and threatened to sue personnel if they insisted.

On April 7, Lim was accused of facilitating an unauthorized interview with an inmate, attempting to bypass the “paabot” procedure for food distribution, and refusing to undergo security checks. Finally, on October 19, she allegedly displayed “confrontational conduct” toward corrections officers during a visit to the New Bilibid Prison’s medium security camp. Catapang pointed out that the ban was a necessary step to ensure order and security inside BuCor facilities.
