65 Manila roads declared as no-parking zones

THE Metropolitan Manila Development Authority (MMDA) and the Metro Manila Council (MMC) have declared 65 roads in Manila as no-parking zones under MMDA Regulation 25-001, Series of 2025, which harmonizes public street parking rules across Metro Manila.

Adopted on Tuesday, Sept. 16, the measure cites that illegal parking on public streets is a major cause of traffic congestion, road accidents and obstructions to emergency services, as well as revenue losses for businesses.

Under the new regulation, parking is strictly prohibited on national primary roads and designated major thoroughfares, including Roxas Boulevard, Taft Avenue, Magsaysay Boulevard, Rizal Avenue, Delpan, and 17 Mabuhay Lanes, among others.

In Manila, the 65 covered roads include:

– Absolute no-parking zones — C.M. Recto Avenue, President Quirino Avenue, Roxas Boulevard (R-1), Taft Avenue (R-2), Magsaysay Boulevard/Aurora Boulevard (R-6), Rizal Avenue (R-9), Delpan (R-10), and 17 Mabuhay Lanes.

– No-parking zones — Agusto Francisco Street, Alfonso Mendoza Street, Apacible Street, Arellano Avenue, Ayala Boulevard, Bacood Street, Beata Street, Blumentritt Road, Sampaloc, Carreon Street, Dimasalang Street, Estrada Street, Fajardo Street, Finance Road, Geronimo Street, Guanzon Street, Jesus Street, Jose Abad Santos Avenue (westbound), Laong-Laan Street, Laura Street, Lawton, Legarda Street, Leon Guinto Street, M. Dela Fuente Street, Maceda Street, Maria Clara Street, Moriones Street, Natividad Lopez Street, Old Sta. Mesa, Onyx Street, Osmeña Highway, P. Sanchez Street, Pablo Ocampo Street, Padre Burgos Avenue, Padre Faura Street, Panaderos Street, Pasigline Street, Paz Street, Pedro Gil Street, Peñafrancia Street, President Quirino Extension, Quirino Street, Tondo, Manila, R. Magsaysay, Retiro Street, Mel Lopez Boulevard (R-10), Romualdez Street, San Andres Bukid, San Anton Street, San Marcelino Street, Singalong Street, Tayuman Street, Tejeron Street, United Nations Avenue, Vicente Cruz Street, Victorino Mapa Extension, Victorino Mapa Street, and Zobel Roxas Street.The MMDA clarified that the list of identified roads is “not yet final and still subject to amendments.”
